The CEO and Founder of the International Community Development Corporation is Dr. LaSalle R. Vaughn. Dr. Vaughn is the Pastor or New Life Christian Center, a nonprofit ministry in San Antonio, Texas. New Life Christian Center has actively worked with local civic and neighborhood groups since 1998 in developing community plans for the south and west sectors of San Antonio. It was during that time that New Life Christian Center envisioned a model for a Community Development Corporation.
Since then, New Life Christian Center continued to work with local civic and neighborhood groups to develop community plans for the south and west sectors of San Antonio. The programs that have evolved are in the areas of education, community development, and family & social programs.
On the 15th of March 2002, Dr. Vaughn founded the International Community Development Corporation, a community development corporation. The State of Texas has certified the International Community Development Corporation as a nonprofit corporation and the IRS recognized ICDC as a 501(c)(3) organization.

The vision of the ICDC is to have a positive impact on the community. Our mission is to develop the community through a holistic approach of empowerment and revitalization by linking and leveraging local, national, and international resources.
Our services benefit the community in the areas of education, community development, and family & social programs. We actively seek opportunities to develop new projects and programs that will benefit the community. Our programs capitalize on effective development and education of individuals, families, youth, business organizations and professionals.
Education
The Development Institute offers courses to the community to teach life skills, homebuyer’s education, personal financial management & computer literacy.
Building 4 Life is a faith-based construction training & employment program utilizing energy efficient insulated building panels.
Community Development
The San Antonio 9/11 Memorial honors the victims of the 9/11 terrorist attack and will educate future generations about the effects of terrorism.
